Commissioned through Officer Candidate School, Newport, R.I., Rear Admiral Singer reported to USS Midway (CV-41) in Yokosuka, Japan in February 1978. He was designated a Surface Warfare Officer October 1, 1978.
In November 1979 he reported for duty as Combat Systems Officer in USS Pegasus (PHM-1) home ported in Little Creek, Va., and Key West, Fla. From October 1981 until June 1984 he was assigned to the Chief of Naval Personnel, Washington, D.C., as an Assignment Officer for Surface Warfare and General Unrestricted Line Officers. He reported as Combat Systems Officer in USS Peterson (DD-969) home ported in Norfolk, Va., in December 1984.
Designated a Navy Cryptologist, he reported to Commander, Naval Security Group Command, Washington, D.C., in October 1986 to serve as Director, Fleet Support Division, Special Operations Department. In July 1990 he reported as Naval Security Group Department Head at Naval Computer and Telecommunications Area Master Station Western Pacific, Dededo, Guam.
In July 1992 Rear Adm. Singer reported as Fleet Cryptologist/Command and Control Warfare Officer on the staff of Commander, Seventh Fleet, embarked in USS Blue Ridge (LCC-19) in Yokosuka, Japan. In August 1994 he reported to the National War College. Graduating in June of 1995 he reported to the staff of the Commander in Chief, United States Pacific Command at Camp H. M. Smith, Hawaii, where he served as Chief, SIGINT and Information Operations Branch. He reported to the Commander, Naval Security Group Command, Ft. George G. Meade, Md., in 1998 and served as the Director for Operations, Plans and Information operations. He then commanded NSA's Kunia Regional Security Operations Center and Naval Security Group Activity Kunia and reported as Vice Commander, Naval Network Warfare Command. In October 2004 he reported as N3/N5 IO and Commander of Naval Security Group Command and in August 2005 he reported as Director for Intelligence, US Pacific Command, Camp Smith, Hawaii.
Military awards and decorations include various personal awards, Joint and Navy Unit Commendations, Expeditionary Medals, Service Medals and ribbons. Rear Admiral Singer earned a bachelor's degree in Political Science from Rutgers University and a Master of Science degree in National Security Strategy from the National War College.
