Beth�s practice concentrates on insurance regulation, regulatory-administrative law and legislative policy. A member of Hall & Evans, LLC�s Insurance Regulatory Practice Group, Beth�s insurance regulatory practice focuses on obtaining regulatory approvals and resolving regulatory issues for diverse insurance entities before the Colorado Division of Insurance. In this role, Beth has counseled on the preparation of a wide variety of insurance regulatory filings including: expansion and primary application filings, Form A acquisition approval filings, health care provider entities� self-insurance plans for liability coverage, risk retention groups and risk purchasing groups regulatory approval filings and has further advised insurance entities on the filing procedures and requirements of departments of insurance nationwide. Additionally, Beth routinely advises insurance clients regarding their proposed business activities' compliance with state laws and regulations. Beth represents clients before both the Colorado Division of Insurance and the Colorado Department of Labor to resolve regulatory actions brought by these agencies against insurers, self-insureds and captive entities and insurance producers. Beth�s insurance legislative policy practice focuses on providing policy advice and assistance to insurers and insurance related entities in the areas of property/casualty (including workers� compensation), health indemnity, managed care, reinsurance, surety and surplus lines. Throughout the year, Beth identifies and analyzes proposed legislation introduced in the Colorado General Assembly and proposed regulatory changes by state executive agencies that may have an impact on these entities� business. Beth participates in diverse state hearings, task forces and committees that address insurance related policy issues. Beth also has extensive experience analyzing complex and novel legal issues and drafting briefs and dispositive motions in insurance related and public entity lawsuits. Further, Beth has represented both proponents and opponents of proposed Colorado ballot initiatives throughout the petition/initiative process before the Legislative Council Staff, the Office of Legislative Legal Services, the Ballot Title Setting Board and the Supreme Court of Colorado. Prior to joining Hall & Evans, Beth worked as a legal research consultant for the American Insurance Association in Washington, D.C., where she authored and edited several major publications. Admitted to practice in Missouri in 1991 and Colorado in 2000, Beth is also admitted to practice before the United States District Court for the District of Colorado, and the United States Court of Appeals for the Tenth Circuit. She is a member of the Colorado Bar Association, the Missouri Bar, and the American Bar Association -- Tort, Trial and Insurance Practice Section, Insurance Regulation Committee. Beth received her Juris Doctor from Washington University in St. Louis in 1991 and her Bachelor of Arts in Economics from the University of Missouri-Columbia in 1984. |
