Mr. MacGuineas is experienced in federal energy counseling and litigation and trade association counseling and litigation. In his energy practice he represents electric systems, including rural electric cooperatives and others before the Federal Energy Regulatory Commission. He also practices before the Federal Trade Commission and in federal courts. His practice includes major on-the-record rulemaking, contested proceedings, appellate review and litigation. Prior to private practice, he was with the Office of General Counsel of the Federal Communications Commission.
