Carmen Best has fifteen years of municipal finance experience in the public and private sectors. Ms. Best has served as lead banker on over $650 million of senior managed transactions for Texas issuers. Before joining Siebert Brandford Shank, Ms. Best served as debt manager for the City of Houston, one of the nation's largest municipal debt issuers, where she oversaw and coordinated the issuance of debt for general obligation, the water and sewer, and the airport system debt programs. She acquired extensive knowledge in the planning and issuance of municipal debt having been involved in the execution of over $11 billion in financings during her tenure at the city.Ms. Best graduated from Fairleigh Dickinson University with a B.S. in Accounting. Later, Ms. Best received an M.B.A. in Finance from the University of St. Thomas. NASD securities registrations held are the Series 7 and 63. |
