Charles Dubay is an experienced program manager in the U.S. Customs Service, Treasury Department, and in the private sector. In addition to program management skills, he has worked in the areas of system development, system implementation and customer support.
Prior to joining Suss Consulting, Mr. Dubay served as the Director of the Treasury Communications System. Mr. Dubay worked with the Customs Service, the IRS and the other Treasury bureaus to consolidate the Treasury bureau networks into one secure corporate network. His responsibilities included working with the bureaus to insure the planning, implementation, technical management, and customer support of the network. The strategic plan that was developed under his leadership is designed to guide the technology strategy for the Department and each of the Treasury bureaus.
Mr. Dubay also worked within the U.S. Customs Service in various capacities. As the Director, Support Systems Division he was responsible to plan and acquire a system designed to manage all commercial importation into the United States. His oversight responsibilities included the hardware, software, and communications for the system. As Director, Business Systems Division, he was responsible for the development, maintenance and operation of Commercial, Enforcement and Administrative applications.
Before joining the Customs Service, Mr. Dubay spent 15 years with Honeywell Electronic Data Processing in various positions, specializing in marketing, customer, and technical support. His marketing support responsibilities included proposal preparation and customer training. His customer support accomplishments included developing a customer support base within the organization to provide support to users at a local, regional, and national level. His technical support responsibilities were in the areas of computer design, systems software development, industry product development, quality assurance, numerical analysis, and programming.
