Mr. Marvin leads the firm's Government Contracts practice.
Mr. Marvin helps clients generate and preserve value through the identification, assessment and mitigation of risks arising in the solicitation, award, performance, and termination of procurement contracts and other types of agreements used by the government to meet its needs for goods and services, including research and development projects.
Mr. Marvin protects his clients' rights and helps them realize their expectations throughout the government procurement solicitation and award process, by analyzing draft and final solicitation provisions, by prosecuting and defending bid protests, and by negotiating and resolving issues and disputes, whether arising with the government or with the client's prime contractor or subcontractor. Mr. Marvin has extensive experience identifying, negotiating, and enhancing the value of his client's rights to intellectual property generated in the performance of government-funded projects or through independent research and development efforts. Mr. Marvin has extensive experience in the resolution of issues and disputes arising in the context of contract administration, such as contract changes, claims, and termination-related issues (e.g., termination avoidance, termination settlement proposals, and termination challenges). Mr. Marvin also advises clients in their interactions with government agencies in a variety of non-procurement matters.
Experience
Mr. Marvin has assisted clients with analytical and investigatory claims work associated with a wide variety of government projects, and has represented clients in mediation, arbitration, and litigation arising with respect to such claims.
Mr. Marvin has advised and represented clients in a wide variety of technical fields with the negotiation of intellectual property rights in technology to be developed under government-funded research and development contracts, grants, or other types of government-funded agreements.
Mr. Marvin has represented clients in bid protests before the U.S. Court of Federal Claims and the Government Accountability Office, and in claims before the U.S. Court of Federal Claims and federal agency boards of contract appeals.
Mr. Marvin has prepared and negotiated contracts, teaming agreements, memoranda of agreement or understanding, confidentiality agreements, protective orders, and mediation, arbitration, and settlement agreements.
