Charles W. Lutter, Jr. ("Chuck") is an attorney providing legal and operational guidance to investment companies, investment advisers, broker-dealers, transfer agents and other persons involved with the issuance and secondary trading of securities.
Upon graduation from law school he joined the U.S. Securities and Exchange Commission as a staff attorney in the Atlanta Regional Office, Branch of Small Issues and Investment Company & Investment Adviser Examination (1976 - 1980); and continued as Branch Chief (Regulation) in the SEC's Houston Branch Office (1980 - 1983). He obtained extensive experience in compliance by and/or litigation involving regulated persons such as mutual funds, investments advisers, broker-dealers and transfer agents.
From July 1983 to May 1987, Mr. Lutter engaged in the private practice of law with firms in Houston and San Antonio, Texas. More than 60% of his practice involved helping regulated persons structure their affairs to comply with federal and state securities laws and respond to regulators.From 1987 to 1990 he was with La Quinta Motor Inns, Inc., a publicly traded company with classes of securities listed on the New York Stock Exchange.
From January 1991 thru August 1995 he was Vice President - Special Counsel and Secretary of U.S. Global Investors, Inc., a publicly traded company with securities traded in the NASDAQ system. That company, a registered investment adviser, manages U.S. Global Investors Funds and U.S. Global Accolade Funds, registered investment companies which issue redeemable securities of more than fourteen series (or mutual funds) on a continuous basis. Mr. Lutter continues to provide advice to U.S. Global as requested.
Mr. Lutter has been active in the community - including, in particular, Boy Scouts of America, Boysville of San Antonio, and Southwest Foundation for Biomedical Research.
Mr. Lutter was reared in Kenosha County, Wisconsin. He graduated from the University of Wisconsin, Madison, Wisconsin, with a Bachelor of Science degree in 1966. After serving in the Air Force between 1966 and 1971, with service in Vietnam, he attended the University of Texas at Austin as a special student in anthropology, 1972. Mr. Lutter graduated from St. Mary's University School of Law, San Antonio, Texas, with honors, in May 1976.
Mr. Lutter married Carol Hamilton Ewing of San Antonio in 1974. They have two sons. |
