Daryl Libow became managing partner of Sullivan & Cromwell s Washington office in July 2006. He has been a partner of the Firm since 1994. A substantial portion of Mr. Libow s practice involves representing clients in connection with agency enforcement actions, grand jury proceedings and congressional investigations and hearings. Among the extensive roster of clients he has represented in this arena are Goldman Sachs, Microsoft, Royal Bank of Canada, National Australia Bank and, most recently, Riggs Bank and British Airways in U.S. Department of Justice investigations. Mr. Libow represented President and Mrs. Clinton in a lawsuit brought by a watchdog group challenging the legality of President Clinton s legal defense fund. He won a dismissal in the U.S. District Court in Washington, D.C., which was affirmed by the U.S. Court of Appeals. Mr. Libow subsequently represented the fund s trustees in congressional hearings related to campaign finance laws. Mr. Libow has acted as lead counsel in numerous cases concerning antitrust matters, and has represented clients in a broad range of criminal and civil antitrust litigation, government investigations and merger clearance activity. He has counseled clients on joint ventures, vertical distribution and pricing arrangements and antitrust compliance. His practice also includes complex commercial litigation including representation of British Airways in a $1 billion breach of contract and breach of fiduciary duty suit brought by US Air when British Airways sought to establish an alliance with American Airlines. Recent Selected Cases Mr. Libow serves as British Airways lead lawyer in the ongoing U.S. Department of Justice criminal investigation into price fixing in the provision of Air Cargo Services, as well as in the related consolidated multi-district class action litigation. In Norex Petroleum Ltd. v. Access Industries et al., Mr. Libow represents British Petroleum and its chairman, Lord Brown, in a $500 million RICO claim in U.S. district court in New York relating to BP s joint venture interests in Russia. In 2005, Mr. Libow represented Riggs Bank in connection with anti-money laundering and Bank Secrecy Act investigations conducted by the Department of Justice and federal bank regulators.
