David Rost has more than 25 years experience in the areas of government contracting and subcontracting, having worked as a senior contracts official for RCA/GE Electronic Systems Division (ESD) and as a contracting officer for government agencies.
Mr. Rost has worked with RCA Corporation/General Electric Company as a senior contracts official in the Electronic Systems Division. He held the titles of Manager, Materials Management; Manager, Corporate Contracts; and Manager, Materials Administration and Major Subcontracts. In these positions, he managed a purchasing organization that was responsible for 123,000 orders annually and guided the company in achieving and maintaining an approved purchasing system.
As a practicing Federal Contracts lawyer, he has in-depth understanding of the FAR, the DFARS and other federal regulations. He has direct experience in preparing alternate proposals and in implementing "best value" procurement strategies.
Mr. Rost has also successfully applied the procurement engineering technique to help clients win major proposals by reducing bid prices and costs while increasing technical evaluation points. The technique involves a structured approach to identifying and negotiating with suppliers of high value parts and services. He has applied his knowledge of procurement policies and procedures to assist clients in establishing procurement organizations to win purchasing system approval through CPSR reviews.
Mr. Rost has also worked with the U.S. Navy and with the Public Health Service as a contracting officer (PCO), an Administrative Contracting Officer (ACO), and as a Termination Contracting Officer (TCO).
