Debbie is a principal and healthcare technology consultant with the Seattle office of Milliman. She joined the firm in 1996. Debbie has worked with healthcare information systems for more than 20 years.
Experience
Prior to joining Milliman, Debbie spent four years as the technical project manager and system architect for the state of Washington�s CHILD Profile immunization tracking system. In this role, she successfully gathered health and business requirements, developed a strategy for creating a system, and managed the implementation and subsequent roll-out of the system statewide. Key stakeholder organizations included state and federal government agencies, community groups, insurance companies, and provider organizations.
For Milliman clients, Debbie has successfully led and managed a wide range of healthcare technology projects. She provides a full range of information technology services, including strategic assessments, evaluation of system needs, requirements analysis and design, system implementation, and all aspects of project management. She is an expert in the acquisition, storage, retrieval, and distribution of insurance data. Her projects integrate data from a wide variety of systems, including premiums, capitation, eligibility, enrollment, claims, encounters, referrals, medical management, and clinical systems. The assessment and development of systems and operations strategies to move South Korea�s largest insurer into the newly opened employer-sponsored life and health insurance markets. This required redesigning the insurer�s business processes, including retooling its proposed operations and computer systems, to accommodate the new business.
The development of a multi-million-dollar custom rating system for an insurance company that integrated data from claims, enrollment, marketing, actuarial, and underwriting departments. The work involved developing consensus among key stakeholders to support improved workflow and corresponding data flow.
An ongoing data warehouse and highly customized decision support system for a multi-state health plan involving separate state implementations. Data includes medical and pharmacy claims, encounters, eligibility, a variety of capitation arrangements, and general ledger. Standardized reporting and decision support capability are provided for health plan reporting, financial trending, risk scoring, and medical management.
Debbie is the project manager for Milliman�s participation in the Blue Cross Blue Shield Association, Inc. Blue Health Intelligence (BHI ) data warehouse project. Milliman�s role is to review and certify the validity and credibility of data on an ongoing basis, to provide guidance on the definition and mapping of key fields, and to resolve plan-specific data challenges.
Debbie has extensive expertise in relational databases and data warehouses. She is a member and instructor of the Data Warehousing Institute as well as the co-developer of MedInsight�, Milliman�s own data warehouse tool. Debbie is involved in all aspects of data management, including data quality and referential integrity.
