Dorothy Heyl is of counsel in the Litigation Department of Milbank's New York office. Dorothy began her career as an associate in the Litigation Department of Rosenman, Colin, Freund, Lewis & Cohen (now KMZ Rosenman) where she worked for three years, specializing in private civil RICO. In 1987, she joined the SEC's New York office as a staff attorney in the Enforcement Division. During over 17 years at the SEC, Ms. Heyl served in a number of positions and headed many high-profile investigations and litigations. As a Senior Trial Counsel, Ms. Heyl managed teams of attorneys, investigators and accountants on investigations involving financial fraud and reporting violations, market manipulation, Ponzi schemes, stock touts, insider trading, and other securities law violations. Ms. Heyl formerly served as Regional Counsel, advising the New York office's Regional Director.
During her tenure as an SEC enforcement attorney, Ms. Heyl worked closely with prosecutors in the U.S. Attorney's Office in connection with parallel criminal investigations, as well as with the CFTC and Federal Reserve Bank. In 2000, she received the SEC's Irving Pollack award, given each year to the Enforcement attorney who combines excellent legal skills with zeal for the public interest and high ethical standards. She previously won first place from former SEC Chair Arthur Levitt in his Plain English Challenge. Schooled as a literature professor before her legal training, Ms. Heyl has lectured widely on SEC enforcement issues and has taught a seminar in Business Ethics at the University of Virginia Law School.
Ms. Heyl's practice at Milbank focuses on representing individuals and financial institutions and corporations in regulatory investigations, including internal inquiries. She received her B.A. degree from New College, in Sarasota, Florida , and J.D. degree from the University of Virginia Law School. |
