Douglas A. Collier was born in Coatesville, Indiana. He received a Bachelor of Science degree, magna cum laude, in Civil Engineering from Rose-Hulman Institute of Technology in 1990, and a Master of Business Administration degree from Indiana University in 1994. He received a J.D. degree, magna cum laude, in 1997 from the Indiana University School of Law - Indianapolis where he was an Editor for the Indiana Law Review.
