Current responsibility
Doug is an actuary with the Milwaukee office of Milliman. He joined the firm in 1994.
Experience
Doug's areas of expertise are both managed and traditional healthcare programs. He has assisted clients with product development, provider reimbursement and risk sharing arrangements, experience analysis, rating and underwriting, liability estimation, and actuarial projections. He frequently works with clients in the consumer directed market.
Doug has worked with employers, HMOs, PHOs, Blue Cross/Blue Shield plans, hospitals, and other managed care organizations. Recent projects
Doug has been closely involved with include:
Designing and pricing consumer directed benefit designs
Establishing budget and rating targets for a small local HMO
Pricing new, innovative benefit plans for a start-up indemnity carrier
Filing the above plans with several state insurance departments
Reviewing rating and underwriting practices for a local HMO
Independently reviewing reserve liabilities for a Western Blues Plan to support an IRS audit
Helping a public employer design and finance their self-insured medical plan
