Elena S. Martinez Elena's practice focus is on health care compliance, drafting and negotiating health care related contracts, and drafting Fraud and Abuse and HIPAA Compliance Plans. She advises health care clients on compliance issues arising under the federal Fraud & Abuse and Stark laws, HIPAA Administrative Simplification Rules and Privacy and Security Rules, Medicare reimbursement rules, and other health care related matters. Elena's practice focus is also on insurance law. She advises both health and property and casualty insurers on regulatory issues arising under state and federal law, and coverage and policy interpretation.
