Elizabeth M. Mills is a partner in the law firm of McDermott Will & Emery LLP based in its Chicago office. As a member of the Firm�s Health Department, she concentrates her practice on nonprofit organizations and their tax exemption concerns as well as health care organizations and hospital-physician transactions. She works with hospitals and other institutional health care providers, health maintenance organizations, and academic medical centers, as well as other public charities, private foundations and charitable giving vehicles.
Elizabeth's practice with tax-exempt organizations includes addressing tax exemption compliance issues such as intermediate sanctions and use of tax-exempt bond-financed property, representing organizations being audited by the IRS, and assisting organizations in obtaining tax exemption from the IRS. She has worked extensively with joint ventures between tax-exempt and for-profit entities, the formation and restructuring of integrated delivery systems, and the tax issues facing exempt organizations in captive insurance and group insurance arrangements.
She has experience at the state level in health planning and CON matters. She is a member of the Illinois State Bar Association, the Chicago Bar Association, the American Bar Association, and the American Health Lawyers Association; and speaks and writes frequently on tax exemption matters, particularly for health organizations.
