Description of Practice:
Ellen Spellman is a partner in the firm's San Diego office. Her practice encompasses all aspects of real estate development, including the development of office/industrial parks, shopping centers, mixed-use projects, residential tracts, and hotel, resort and entertainment properties. She has practiced in San Diego for almost twenty years and has extensive experience in the acquisition and disposition of improved and unimproved real estate, office and industrial leasing, and the development, leasing and management of corporate facilities. Ms. Spellman has special expertise in land use matters, including the processing of all types of governmental entitlements, administrative appeals and hearings, and compliance with zoning, subdivision, redevelopment and other land use regulations. She counsels clients regarding compliance with the California Environmental Quality Act ("CEQA") and federal and state laws regulating endangered species and environmental resources. She has negotiated Development Agreements for substantial projects, and financing and improvement agreements for public facilities. She is experienced in the formation of assessment districts and has handled land use due diligence projects for major portfolio transactions.
Ms. Spellman has served as a consultant and editor for two California Education of the Bar ("CEB") books, Real Property Sales Transactions and Office Leasing, and is a frequent CEB lecturer.

She graduated from Marymount College (B.A., summa cum laude) and received her law degree from the University of Michigan (J.D., cum laude, 1978). |
