Mr. McPhillips has broad experience as bond counsel and disclosure counsel in a wide variety of transactions for the State of Alabama and its numerous public entities, as well as many local public clients, including the City of Birmingham and Jefferson County. In addition, Mr. McPhillips has extensive experience in the area of tax-exempt financing for qualified private activity projects, including projects authorized under the Gulf Opportunity Zone Act. Mr. McPhillips has also served as special legislative and tax advisor to the Director of Finance of the State of Alabama. In that role, he drafted major legislation affecting state government financing and negotiated economic development incentives on behalf of the State of Alabama, including American Honda Motor Co., Inc.; Mercedes-Benz U.S. International, Inc.; and Hyundai Motor Manufacturing Alabama, L.L.C.
