Frank E. Collins is senior executive vice president, legal and administration, and secretary. He joined Sierra in 1986 as general counsel and secretary. He was appointed executive vice president and general counsel in 1997, as senior vice president in 2001, and to his present position in August 2006.
From 1981 to 1986 Collins was employed by Blue Cross and Blue Shield of Kansas City, originally as staff legal counsel and in early 1986 as associate general counsel. He previously served as counsel for the Missouri Division of Insurance from 1979 to 1981, where he was responsible for providing legal advice on insurance- and HMO-related regulatory issues. Collins received his Juris Doctorate in 1979 from the University of Missouri at Kansas City school of law and is a member of the Missouri Bar Association. |
