Frank Stern is a Principal at Summit Blue. He has 19 years of experience in a variety of areas in the energy industries, including demand-side management (DSM) program evaluation and planning, renewable energy, climate change policy analysis, generation asset and contract valuation, and competitive bidding resource selection. Mr. Stern has published numerous papers on energy issues and has testified as an expert witness before regulatory agencies. He has presented on the subject of utility planning, renewable power markets, ancillary services, and program evaluation. He is a registered professional engineer (mechanical) and an accredited appraiser. Some of Mr. Stern s recent projects include: DSM Evaluation. For the California Public Utilities Commission, Mr. Stern is Summit Blue s project manager for the evaluation of two groups of commercial programs. This multi-year effort will involve billing analysis, engineering analysis, and end-use metering. DSM Market Potential Study. For a Southern utility, Mr. Stern managed a project to assess the potential for DSM in the residential, commercial, and industrial sectors of the service territory. The project used the DSMore screening tool to assess both the total resource and ratepayer impact measure tests. Renewable energy. On behalf of a renewable generator, Mr. Stern managed a project to forecast gross margins and determining the market value of a group of biomass and hydroelectric facilities. The results of the analysis were the basis of a project financing. Greenhouse Gas Regulation Modeling. For a North American generation company, Mr. Stern participated in development of scenarios of greenhouse gas regulation included in a model of the North American power markets. These expected regulations include those from the Regional Greenhouse Gas Initiative, California, and the U.S. Power Plant Appraisal. For a merchant generator in the Midwest US, Mr. Stern managed a project to appraise a gas-fired peaking plant in compliance with the Uniform Standard of Professional Appraisal Practice standards. The analysis was based on an hourly production cost model, a proprietary capacity compensation simulation model, and a proprietary dispatch model. The analysis also considered regional transmission constraints. Resource Procurement. Mr. Stern managed this project for a utility holding company to independently evaluate the selection of a provider of its full power requirements for an operating company for the next three to 15 years. Mr. Stern managed this project. As part of the project, Mr. Stern developed a customized model to fairly compare the different bids received. The project considered both the net present value and the relative risks of the two bids. The analysis used a PROSYM market price forecast to facilitate comparison of bids of different terms, as well as to consider whether a "select none" option was the best. Mr. Stern received an MS in Civil Engineering, emphasis in Energy Engineering from the University of Colorado.
