Fred K. Dubay is the senior executive account manager (SEAM) for the National Reconnaissance Office (NRO) and for the National Geospatial- Intelligence Agency (NGA), Government Communications Systems (GCS). In this capacity, he reports to the vice president of Strategic Management and Business Development. In his previous role, Mr. Dubay was vice president Intelligence Community Strategic Development for GCSD�s National Programs Business Unit, reporting to the program president.
Prior to joining Harris in 2001, Mr. Dubay was deputy director Imagery Systems Acquisitions and Operations (IMINT) Directorate of the National Reconnaissance Office (NRO). He began his career in 1967 in the Central Intelligence Agency as an engineer assigned to the NRO, and went on to hold management positions of increasing responsibility in all major elements of the NRO. He holds a B.S.E.E. degree from Virginia Polytechnic Institute and State University and has completed leadership and executive development programs at the Massachusetts Institute of Technology and Aspen Institute.
He is a member of the Security Affairs Support Association, Association of Old Crows, a committee member of the Armed Forces Communications and Electronics Association, and has received several intelligence community medals, the NRO gold medal, and the Dr. Joseph V. Charyk award from the National Space Club.
