Geoffrey Spellberg has practiced construction law for almost 20 years and is Of Counsel to the firm. Geoff was formerly Chief of Construction Litigation for the City and County of San Francisco, and in private practice has represented not only public entities in construction disputes, but has also represented contractors and design professionals.The two original appellate sessions, interpreting the California False Claims Act, and the first decision involving debarment of a public contractor were litigated by Mr. Spellberg. Those cases are Stacy & Witbeck v. City and County of San Francisco 47 Cal.App 4th 1 (1996); Stacy & Witbeck v. City and County of San Francisco 36 Cal.App 4th 1074 (1995). Geoff is actively engaged in construction litigation disputes on behalf of various public agency clients of Meyers Nave, and in addition litigates large commercial tort cases on behalf of individual and corporate clients. Geoff has been involved in all aspects of public contracting. He has prepared contract provisions and bid documents, resolved bid dispute issues and advised public entities regarding the appropriate award of contracts. He frequently provides advice and guidance during the contract administration in an effort to resolve claims and issues at an early stage and avoid litigation. That work has included attention to surety and bonding issues. He has litigated dozens of public construction contract issues, trying several to successful verdicts. As noted above, he has litigated debarment claims and actions under the California False Claims Act up through the appellate court. During his years in the San Francisco City Attorney's Office and continuing in his private practice, Geoff has worked on essentially every aspect of complex public contract work. That substantive experience is coupled with Geoff's trial and administrative hearing skills, having handled well over 100 trials, arbitrations and administrative evidentiary hearings. |
