Practice Emphasis Land Use Professional Experience Greg Borgel is generally recognized as the preeminent land use and zoning entitlement expert in Clark County, Nevada. Mr. Borgel, as an independent contractor, has been a consultant to Lionel Sawyer & Collins for land use planning and zoning entitlement matters since 1990. During that time, he has served as the planning consultant/entitlements manager for the majority of major projects in the community. He works principally on issues within unincorporated Clark County and the City of Las Vegas. Mr. Borgel routinely represents most projects of the Mandalay Bay Group, Tropicana Hotel, Caesars Entertainment, and the Venetian, among others. He has also handled all or part of numerous non-hotel major projects, including Summerlin (Howard Hughes Properties/Rouse), Southern Highlands, Pinnacle Peaks (American West Homes), and Lewis Homes (now part of Kaufman and Broad). Mr. Borgel is frequently used as an expert witness in both administrative and court proceedings where local zoning law and practices are at issue. He also lectures on local land use law for Continuing Legal Education (CLE) courses. Mr. Borgel�s professional planning career was entirely with Clark County, Nevada. He served as the County Zoning Administrator and directed the county�s current planning function during several years of dramatic growth and change in the Las Vegas community. Mr. Borgel had a distinguished career in military intelligence, in both active and reserve capacity, retiring with the rank of Colonel.
