Harry Dorcus, Chief Operating Officer, came to Counterpart in August 2002 with a wealth of experience. Prior to Counterpart, Mr. Dorcus served for twenty-three years as a Foreign Service Officer with USAID. He has served as the principal USAID financial officer in Niger, Chad, Panama and East Africa Region. Other assignments include the Nicaraguan Contra Task Force and Deputy Director of the Loan Management Division in Washington, DC. After retiring from the Foreign Service, Mr. Dorcus spent two years with the International Republican Institute as its Chief Operating Officer. Additionally, Mr. Dorcus served 10 years with the US Army Reserve. He attained the rank of Captain while performing duties of a hospital administrator. |
