In 2001, International Bank of Commerce, the undisputed leader in border banking, decided to make its first expansion into a border location northwest of Laredo. For its entry into Eagle Pass, IBC sought a leader with an understanding of the needs, aspirations and potential of the region�s people and businesses. Thanks to his proven expertise in banking, finance, real estate development, business venture management and his vast knowledge of the region, Hector J.Cerna was the clear choice for president of IBC Eagle Pass. Cerna has been an executive in the South Texas banking industry for over 15 years, having directed business development and real estate lending services at several institutions. His professional experience, however, extends beyond banking. He has also helped organize real estate development and financial service undertakings, participating in underwriting efforts and business venture management.The Eagle Pass native continues to show his devotion to the community through extensive involvement with local professional and non-profit organizations. He currently is a chairman of the Eagle Pass Hotel Motel room tax committee, former Trustee of the Eagle Pass Water Works System and past President of the Maverick County Development Corporation Board of Directors. He served on the school council of Our Lady of the Refuge School and is currently on the Finance Council for Laredo Catholic Diocese. He is also a member of the Border Advisory Committee for the Controller of the state of Texas. He is a past president of the Eagle Pass Rotary Club, charter member of the leadership Eagle Pass Steering Committee and has served as a trustee of the Piedras Negras, Mexico chapter of Adopte Una Obra De Arte. In addition, he has volunteered for the United Way and YMCA and has been involved in fundraising activities on behalf of South Texas chapters of the March of Dimes and the Boy Scouts of America, as well as Misi�n San Bernardo in Guerrero, Mexico.Cerna earned a Bachelor of Business Administration degree form the University of Texas at Austin in 1983. |
