Henry Campen practices before a variety of federal, state and local boards and commissions, including the North Carolina Property Tax Commission, the North Carolina Utilities Commission and the Federal Communications Commission. Mr. Campen regularly represents taxpayers in ad valorem tax appeals before the North Carolina Property Tax Commission. His tax practice involves representing owners of office, apartment and hotel properties in challenging property tax assessments before county equalization and review boards and the state Property Tax Commission. Mr. Campen also has experience in representing agricultural and forestland owners in market and present use value assessment challenges. Mr. Campen represents developers before local planning commissions and boards of adjustment in land use and zoning matters. He has assisted developers in obtaining special use permits for uses as diverse as cell towers and landfills. He has handled rezoning petitions and assisted developers with thoroughfare realignment issues. Mr. Campen has successfully litigated numerous appeals of land use decisions in support of developer clients.
Mr. Campen has more than 20 years of experience in telecommunications law. He has represented competitive local exchange companies, commercial mobile radio service providers and long haul transport providers in proceedings before the North Carolina Utilities Commission and public service commissions throughout the Southeast. Mr. Campen has substantial experience in negotiating and arbitrating interconnection agreements and negotiating indefeasible right of use agreements for telecommunications clients. While at North Carolina Central University, Mr. Campen was the comment editor of the North Carolina Central Law Journal.
