Mr. O'Leary has worked extensively on matters in the fields of criminal law, government contracts, health care fraud, antitrust and commercial litigation.
He has served as Assistant U.S. Attorney in the Eastern District of Michigan, and as Chief Counsel and Staff Director, U.S. Senate Judiciary Subcommittee on Antitrust and Monopoly. He was employed by the Organized Crime Section of the Department of Justice as Special Assistant U.S. Attorney to try a public corruption case in Detroit, Michigan.
Experience
Represented contractors, health care providers and individuals in criminal investigations and related collateral proceedings, such as Civil False Claims Act actions, qui tam actions and suspension/debarment exclusion proceedings.
From September 1995 until now, he has served as the Investigations Officer investigating and prosecuting disciplinary charges against corrupt union officials under a Consent Decree in a civil Racketeer Influenced and Corrupt Organizations ("RICO") Act action, U.S. v. Hotel Employees and Restaurant Employees International Union, which is pending in the U.S. District Court for the District of New Jersey. |
