Mr. Molnar specializes in the evaluating public programs and management systems. His areas of expertise include strategic planning, client surveys, and performance and outcome measures. He has over 35 years of experience in the federal sector where he worked for the Centers for Disease Control and Prevention, the Social Security Administration, and the Department of Health and Human Services. His areas of programmatic expertise include Medicaid and Medicare, Social Security and SSI, public health and bioterrorism preparedness, as well as human service programs for vulnerable children, disabled citizens, and seniors. Methodologically, Mr. Molnar has been recognized for pioneering the use of rapid-feedback and outcome measurement studies in the public sector. Prior to joining SM, Mr. Molnar founded his own consulting firm conducting program, management, and performance evaluations for a broad range of public sector clients. He has also advised on and facilitated multiple strategic planning initiatives. Mr. Molnar retired as Regional Inspector General for the U.S. Department of Health and Human Services (HHS) in the New York Regional Office. Prior to that, he served as a Deputy Audit Manager with the Social Security Office of Inspector General. In these positions, he directed over 100 national evaluations and management reviews of the broad range of programs funded or administered by both agencies. Additionally, Mr. Molnar also assumed numerous leadership roles with in these organizations, such as service as chair of planning committees, editing an in-house methodological journal, and mentoring middle managers. Mr. Molnar has an MPA from the Public Administration Institute at Fairleigh Dickenson University where he has also served as an adjunct professor. He co-authored the book Practical Evaluation for Public Managers. He is a Past-President of the Eastern Evaluation Research Society where he currently serves on the Board of Directors. Mr. Molnar has also had numerous articles regarding his program evaluations and methods published in professional journals. Throughout his professional career, Mr. Molnar has received numerous awards and recognitions for his evaluation and leadership skills. |
