James Goddard has a wide range of experience in energy law with a primary focus on domestic and international energy projects and transactions, primarily those involving natural gas storage facilities, hydrocarbon terminaling and storage, processing facilities, gathering systems, pipelines, liquefied natural gas terminals, landfill gas projects, and biodiesel projects. He also has prosecuted natural gas rate cases and related proceedings before the Federal Energy Regulatory Commission and the Railroad Commission of Texas. In addition, Mr. Goddard has significant experience regarding the development and financing of natural gas storage facilities, liquefied natural gas facilities, and biodiesel facilities. Also represented a natural gas storage developer in developing and financing a separate salt cavern natural gas storage facility in Louisiana. Participated in drafting, negotiating, and closing the merger of two gas utilities creating the largest natural gas distribution company in the United States. The value of the transaction was over $1.9 billion. Participated in drafting and negotiating a site lease, maintenance and operation agreement, and shared facilities agreement related to a 50+ million gallon per year biodiesel facility in Texas. Participated in drafting, negotiating, and closing the sale of a Texas intrastate pipeline company for a purchase price in excess of $500 million. Negotiated and drafted hundreds of natural gas purchase and sale contracts, under which more than $3 billion of natural gas has been purchased. Represented a Texas gas utility in the review of more than $2.2 billion in gas costs before the Railroad Commission of Texas.
