James Michael (Mike) Stump is a Senior Program Manager for Synectics� ACF IT Support Services Grants Administration Tracking and Evaluation System (GATES) contract. He heads the team responsible for the development and implementation of a system that processes all ACF grant types in a single modern, modular, and integrated system. Earlier, Mr. Stump served as Deputy Project Manager. He is a Senior IT Specialist with extensive experience in project management, IT policy/guidelines development, and systems analysis consultations. He has proven ability to direct and coordinate systems design, development, and implementation activities through all stages of the system life cycle. Among his recent accomplishments are: planning a complex GATES release that enabled GATES to support the Indian Health Services (IHS) and the Centers for Medicare and Medicaid Services (CMS); leading the ACF Correspondence Control System (CCS) project; and overseeing implementation of the Enterprise Authentication and Verification System (EAVS) software that provides a single point for administering user provisioning and identity and access management for ACF applications. For his achievements, he received the Assistant Secretary�s 2004 One HHS Award for participation on the Grants Management LoB Organizational Team. Prior to joining Synectics, Mr. Stump was a Staff Scientist with the Division of Cancer Epidemiology and Genetics, National Cancer Institute, NIH, from 1971 to 2002. He served with distinction in a number of technical positions including computer programmer/analyst, team leader, and project manager. He was effective in national and international consultations on a wide range of problems associated with the application of IT to complex scientific problems and the overall management of IT-related resources. Mr. Stump has a BS in Mathematics and Physics from Morgan State University and has done graduate studies in Biomedical Computer Science at The Johns Hopkins University, and in the Technology of Management at American University. |
