James Patrick Guy, II has over fifteen years experience representing infrastructure companies, including electric, natural gas and telecommunications interests, in regulatory, transactional, corporate and legislative matters. He has participated in the development and construction of over 3000 MW of electric power generation, and does substantial work in wholesale power transactions. Mr. Guy also has significant expertise in the formation and governance of cooperatives and other consumer-owned business enterprises. He has been recognized as a Virginia Super Lawyer for his work in utility law and is a frequent speaker on energy industry issues.Mr. Guy is Group Leader of the Government Relations & Regulated Industries Group at LeClairRyan. Mr. Guy joined the Firm as an associate in 1994, and has been a partner since January 1996.The Government Relations and Regulated Industries Group at LeClairRyan devises and executes practical solutions for complex legal issues before regulatory and administrative agencies of state government as well as in the highly charged political environment of the Virginia General Assembly. In addition, this regulatory and legislative expertise is a critical component of the Firm�s representation and counsel of regulated industry clients in transactional and governance matters.Mr. Guy is Chairman of the Virginia Bar Association Administrative Law Section and a former Chairman of the Virginia State Bar Administrative Law Section. He chaired the Nineteenth National Regulatory Conference, an annual conference co-sponsored by the Marshall-Wythe School of Law at the College of William & Mary, the State Corporation Commission of Virginia, and the Virginia State Bar. He is a former editor of the Virginia State Bar�s Administrative Law News. He is a member of the State Commission Practice and Regulation Committee and the Power Generation and Marketing Committee of the Energy Bar Association. He is a member of the Electric Cooperative Bar Association and the American Bar Association.Mr. Guy is a graduate of the University of Virginia School of Law and was an Echols Scholar as an undergraduate at its College of Arts & Sciences. Mr. Guy was born in San Jos�, California, and raised in the metropolitan centers of New York, Paris, Brussels and Washington. He speaks French capably. He lives with his family in a century old house in Richmond�s historic Ginter Park. He serves on the Board of the H.A.R.P.S. Foundation. Mr. Guy also performs weekly at Rare Olde Times Public House with the Irish-American pub band, Uisce Beatha.
