Jay has more than 17 years of experience providing legal services to financial institutions, including over 8 years representing venture debt lenders. Jay has served as Horizon's General Counsel since its formation and is responsible for all legal functions, including investments, capital raising and corporate governance. Jay also advises senior management regarding deal structures, market trends, risk management, and corporate compliance policies and is a member of the senior management committee. Prior to serving as General Counsel for Horizon Technology Finance, Jay served as in-house counsel for GATX Ventures where he directed the legal operations of the GATX Ventures' east coast office and represented GATX Corporation's other venture lending units in Canada and Europe. Prior to GATX, Jay was a partner at the business law firm of Pepe & Hazard, LLP where his responsibilities included complex commercial finance and asset-based transactions and mergers and acquisitions transactions for national and super-regional banks, national insurance companies and finance companies. Jay earned a Bachelor of Arts degree from Colgate University and a Juris Doctor degree from Cornell Law School. |
