Jean D. LeMasurier joined Gorman Health Group (GHG) after a 30 year career with the Centers for Medicare and Medicaid Services (CMS). Prior to joining GHG, Jean served as a Senior Advisor for the Employer Policy and Operations Group in the Center for Beneficiary Choices, CMS. In this capacity, Jean provided leadership on policy and operational issues related to implementation of the new employer provisions in the Medicare Modernization Act. These provisions, including drug subsidies and Part D options, were enacted to assure the retention of high quality employer and union drug programs for their retirees and dependents. Prior to this position, Jean spent six years as the Acting Director/Deputy Director, Health Plan Benefits Group, Center for Beneficiary Choices, CMS. In this capacity, Jean directed a staff of 107 professionals responsible for purchasing and regulatory oversight of Medicare managed care services serving 6 million beneficiaries with annual payments exceeding $40 billion. In addition to operating the Medicare+Choice (now Medicare Advantage) risk and cost programs, the group led the development of new products including the Medicare drug discount card program, PPOs, Private Fee for Service plans, and PACE. Jean also worked with other employers to develop consistent purchaser requirements for health plans, including program accountability efforts through performance measurement, reporting, and establishment of a quality improvement and rewards program. During her tenure at CMS, Jean served as the CMS representative on the NCQA Standards and Public Sector Advisory Committees. She also served as a Member of the Development Team for the Bridges to Excellence Program created by General Electric (GE) which is one of the first successful Pay for Performance programs involving multiple employers in multiple locations. This plan includes incentives for quality by financially rewarding physicians who provide comprehensive management of diabetic and cardiac patients as well as physicians who use clinical and electronic information systems to improve care. Prior to her managed care operational experience, Jean spent ten years as a leader in Medicare policy, including serving as the Deputy Director, Plan and Provider Purchasing Policy Group, Center for Health Plans and Providers, HCFA. These responsibilities included development of policies for the Medicare+Choice program and commercial managed care plans that serve as the platform for implementation of the Medicare Modernization Act today. In addition, the group was responsible for reimbursement and other policies for the Medicare fee-for-service program (including hospitals, physicians and ambulatory providers). In addition to her CMS experience, Jean served as a Senior Advisor to the Veterans Administration in implementing private sector initiatives and as a professional staff member on the U.S. Senate Finance Committee, Subcommittee on Health. |
