Lee Goodman advises clients on a broad range of policy-oriented civil matters, including federal and state election laws and First Amendment rights of political participation, political action on the Internet, taxation of the Internet, as well as education issues and academic freedom. Mr. Goodman represents clients in litigation before federal and state courts, federal and state administrative agencies, and before Congress and state and local governmental bodies when a client�s problem can be solved through legislation. Mr. Goodman has advised several Fortune 500 corporations, media and broadcasting stations, non-profit organizations, political parties and politicians on compliance with federal and state campaign finance laws, FCC political broadcasting rules, Internal Revenue Service restrictions on non-profit political activity, ethics and lobbying rules, the Hatch Act and voting rights. He has represented clients� interests before courts, the Federal Election Commission and other agencies that regulate political activity. Washingtonian Magazine has named Mr. Goodman one of Washington's �Top Campaign & Elections Lawyers." He has authored several articles on the regulation of political activity, including a chapter on federal regulation of political speech on the Internet in the book Law And Election Politics: The Rules of the Game (Lynne Reinner Publishers 2004), has been interviewed on ABC News, and lectures frequently on federal and state election laws. He serves as Co-Director of the Republican National Lawyers Association�s Virginia Chapter. He was a member of the George W. Bush for President Committee�s Florida Recount legal team in 2000. Mr. Goodman also has represented some of the nation�s largest corporations before Congress and state and local governments on issues ranging from taxation of the Internet to local land use. Mr. Goodman has been actively involved in the policy debate over Internet taxation at the national and state levels since 1998, having served as chief of staff to the Chairman of the Congressional Advisory Commission on Electronic Commerce (1999-2000) and as a member of the Virginia General Assembly�s Commission to Study the Economic Impact of the Streamlined Sales And Use Tax Act (2004). He has written and lectured frequently on this topic, has been quoted by the New York Times and The Bond Buyer, and he has debated the issue on C-SPAN. Mr. Goodman has written speeches, op/eds and policy papers for several elected officials, including two governors and a U.S. Senator, and has extensive political experience. He also has litigated and advised clients in the area of education law and policy, including K-12 standards and testing, charter schools, education technology, higher education governance, academic freedom, student rights, non-discrimination policies, university procurement, and commercialization of academic inventions. Mr. Goodman serves as a Director of the American Council of Trustees & Alumni, an organization devoted to excellence and accountability in higher education, and previously served as the chief education policy advisor to the Governor of Virginia (1998-2002) and legal counsel to the University of Virginia (1995-1996).Mr. Goodman has litigated a broad range of civil matters and is admitted to practice in the District of Columbia and Virginia, as well as the Supreme Court of the United States, the U.S. Court of Appeals for the Fourth Circuit, and the U.S. District Courts for the Eastern and Western Districts of Virginia and the District of Columbia.
