Professional Experience
Jennifer has conducted and led several university engagements focused on reviewing and improving the administrative operations of higher education institutions assessing institutions' compliance with federal and other applicable regulations and conducting financial analyses to assist institutions with strategic decision-making.
Representative examples of Jennifer's engagement experience include:
Served as the Project Manager for a $2 million initiative focused on improving effort reporting at a major research university. This included the collaborative development of policies and procedures and the implementation of a web-based effort commitment management and effort reporting system. Collaborated with numerous faculty and administrative groups to define requirements and determine appropriate methods of improving effort reporting compliance while managing the realities of research and research administration. Worked closely with the system vendor to design and test the effort commitment management component of their system. Designed and delivered over 30 different training sessions on effort reporting policies and use of the system each targeted to the audience as appropriate to increase comprehension as it applied to the specific area and audience.
Prepared design requirements for several universities' administrative system components. Worked closely with a wide variety of personnel groups including faculty members administrative users and university management to accurately document process and system requirements and identify opportunities for improvement. Defined potential changes to processes and organizations as a result of the systems implementation and assessed the impact of proposed changes to existing business processes and organizational structures.
Conducted compliance assessments at numerous universities covering areas including effort reporting direct and indirect charging practices service center rate development and other topics receiving scrutiny from the federal government.
Served as lead manager on a major project for a large private research university within its research and financial administration areas. Identified interim and final solutions for process and systems design during Oracle implementation; designed a new organizational structure identified personnel requirements and determined policies and procedures for post-award research administration function; and prepared the institution for an external review of its property control system.
Prepared proposals and performed diagnostic assessments of Facilities and Administrative cost and fringe benefit rate calculations at a wide variety of institutions including several major research institutions and institutions moving from short-form to long-form calculations.
Served as functional and technical lead on two pro-bono projects for industry associations including a project to identify and communicate the actual cost of educating undergraduates at U.S. universities and one to identify the increased costs to universities resulting from federal mandates and guidance related to research administration compliance.
