Jennifer L. Blum is counsel in the Government and Regulatory Affairs Practice Group practicing with particular emphasis on federal government relations. She has counseled clients on a range of legislative and regulatory issues, including issues affecting higher education, the communications industry and government appropriations. In the area of education, she has worked closely with congressional committees on several legislative initiatives to amend the Higher Education Act. In the communications area, she has represented clients before Congress, the Administration and the Federal Communications Commission on issues affecting regulation of the broadcast, satellite, cable, cellular and publishing industries.
In addition, Jennifer has advised clients in the areas of campaign finance, lobbying and gift law compliance. She has assisted clients in formulating political strategy, including the establishment, administration and compliance requirements of political action committees at both the federal and state levels. She has also represented clients before the Federal Election Commission on enforcement and advisory matters.
Prior to joining Drinker Biddle, Jennifer was an associate in the government affairs practices of Baker & Hostetler LLP and Arter & Hadden LLP and a legislative assistant and law clerk with Arnold & Porter's legislative practice.
