Mr. Turner was assistant secretary of state for Oceans and International and Scientific Affairs from November 11, 2002 to July 8, 2005. He received the Department?s Distinguished Honor Award from Secretary of State Colin Powell in January 2005. Prior to serving the Department of State, Mr. Turner was president and chief executive officer of the Conservation Fund. Between 1989 and 1993, he was director of the U.S. Fish and Wildlife Service. Mr. Turner also served in the Wyoming state legislature for 19 years and is a past president of the Wyoming State Senate. Mr. Turner is a director of Peabody Energy Company and is a managing partner in The Triangle X Ranch in Wyoming.
