Prior to joining Oshkosh in 2001, Joseph (Jay) H. Kimmitt was most recently assistant staff director and legislative director for the United States Senate Appropriations Committee. In that role, he was responsible for technical analysis and political issues for all 13 annual appropriations bills passed by Congress. Prior to that, Kimmitt held increasingly responsible positions on Capitol Hill, including senior professional analyst on the Defense Appropriations sub-Committee and staff director for the U.S. Senate Appropriations Subcommittee on Military Construction.
Kimmitt began his career with the U.S. Army in 1972, spent 11 years on active duty and then served 16 years in the U.S. Army Reserve before retiring in 1999 with a rank of lieutenant colonel. He served in numerous positions at the Department of the Army, Office of the Controller, Office of the Director of Operations and Maintenance, and the Office of the Director of the Army Budget.
Kimmitt holds a bachelor's degree in engineering from the United States Military Academy at West Point and holds a master's degree in business administration from Syracuse University. In addition, he graduated from the U.S. Army Command and General Staff College in 1990. Kimmitt is based in Oshkosh's Washington D.C office.
