Joy has led a variety of consulting assignments for clients in the areas of higher education not-for-profit and healthcare over the past 10 years.
Representative examples of Joy's engagement experience include:
Information Systems Design and Implementation
Currently leading a comprehensive PeopleSoft implementation and process redesign project at a large public Midwest university impacting the Research Foundation University and Health System. This project includes all phases of the implementation including project planning fit/gap analysis conceptual design design validation detail design development testing training go-live and post production support. This University will be the largest PeopleSoft customer to implement PeopleSoft Grants projects contracts billing and accounts receivables 8.4 web-based modules.
Led a comprehensive research administration redesign and system implementation at a private urban university. The university was the first university to implement the PeopleSoft Grants projects and billing 7.5 modules to manage its growing grant activity.
Assisted a private urban university with the implementation of PeopleSoft General Ledger module in areas such as controlled budgets allocations interface designs and integration testing. In addition Joy was responsible for the documentation of business processes related to the Accounts Payable/Purchasing systems.
Managed the development of a financial system strategy and system readiness assessment for a large private research university and medical center. This project focused on financial business needs of senior level financial and academic officers department managers and principal investigators across the entire campus and Medical Center.
Research Administration
Conducted a diagnostic review of the contracts and grants accounting function at a public research university. The review focused on the compliance organizational process personnel and technological issues of the post award process.
Assisted in the review and analysis of the effort reporting and certification system used by a major research hospital. As part of her work Joy worked with principal investigators and central administrators to create an implementation plan for a new effort reporting system.
Conducted a detailed financial analysis of facility and administrative costs for a major research hospital. The analysis focused on the hospital's Medicare cost report and negotiated facility and administrative cost rates.
Operational Improvement
Led a management review of administrative processes for a major multi-campus state-governed university system. This review includes detailed recommendations in all administrative areas such as Business Services Purchasing Facilities and Planning Human Resources Payroll Information Technology Grants and Contracts Auxiliaries and Public Safety.
Evaluated the administrative procedures related to physician cost reimbursement at a major academic medical center. Developed recommendations to enhance operational effectiveness and compliance with university policy and federal regulations.
