Experience:
Julian D'Esposito is an experienced transactional lawyer whose practice focuses particularly on issues of public law, municipal and project finance, government relations, and government approvals. Julian�s background incorporates significant and substantive legal work on behalf of clients at both municipal and state levels of government, service as Counsel to the Governor of Illinois, and service as an appointed official at the state and local levels.
Clients from both public and private sectors seek Julian�s knowledgeable, well-informed legal advice on matters involving the law, finance, politics, policy, and the public. In the course of his practice, Julian provides:
Counsel to state and local governments. Taxation; debt offerings; public transportation; economic development; environmental and land-use regulation; project development for transportation, sports and solid waste facilities, and public works projects generally; and organization and development of special-purpose government corporations and guidance on carrying out their mission.
Counsel to private clients. Legislative and regulatory matters; negotiation and documentation of transactions involving government; and government approvals and permits, including environmental and land-use approvals.
Julian joined Mayer Brown in 1988, serving as co-head of the Government and Global Trade practice for a number of years and as Partner-in-Charge of the firm�s Chicago office between 2002 and 2007. Previously, he held senior positions with two other major law firms and, from 1977 to 1981, acted as Counsel to Governor of Illinois James R. Thompson.
Notable Engagements:
Represent the Illinois Sports Facilities Authority in the passage of legislation and the financing, construction, and ongoing operation of US Cellular Field in Chicago. Represented the Illinois Sports Facilities Authority in the passage of legislation and the financing and construction of Chicago�s Soldier Field.
Represent the Solid Waste Agency of Northern Cook County (Illinois) in the passage of authorizing legislation, the creation of an intergovernmental entity, and the design, financing, construction, and ongoing operation of a solid waste disposal system for suburban Chicago communities.
Represented the Metropolitan Pier and Exposition Authority in the financing and construction of expansions to McCormick Place (Chicago).
Represent the Regional Transportation Authority (northern Illinois) in its responsibility for funding and providing financial oversight for Chicago-area public transportation.
