Noel Waters Biography :

Practice Emphasis Litigation Professional Experience Noel Waters is Of Counsel with the Litigation Department at Lionel Sawyer & Collins. Mr. Waters previously served as Carson City District Attorney. He was first appointed district attorney in 1985 and was subsequently elected to the position five times, making him the longest-serving district attorney in Carson City history. In September 2006 Nevada Attorney General George Chanos presented Mr. Waters with the William J. Raggio Award, which is given annually to a current or former prosecutor who has contributed significantly to the improvement of the administration of justice in Nevada. As district attorney, Mr. Waters oversaw an office of more than 25 employees with an annual budget of $2.3 million. In addition to supervising the office, he managed an active caseload of his own, trying approximately 60 jury cases to verdict and well over 1,000 misdemeanor bench trials. In his final months on the job he was the lead prosecutor on three murder trials and a complex child abuse case. As well as overseeing all criminal litigation in the county, Mr. Waters supervised three civil attorneys who advised the Carson City Board in all matters pertaining to the operation and governance of the county. Mr. Waters spent six months as a law clerk and bailiff for The Honorable Michael R. Griffin in the First Judicial District Court of Nevada. He then joined the Carson City District Attorney's office as a deputy district attorney in 1982. Prior to law school, he was in the United States Air Force and held jobs with the Bureau of Land Management, the Nevada Highway Patrol, and the Nevada Legislature, among other positions.
