Norman I. Seabrook is president of the 9,500-member New York City Correction Officers' Benevolent Association, the largest municipal jail union in the nation and the second largest law enforcement union in New York City. He has held the position since 1995, and was re-elected in 1999 and 2004.
As a New York City Correction Officer for eight years, Mr. Seabrook was assigned to several facilities on Rikers Island, including the Adolescent Reception and Detention Center and the George R. Vierno Center. He was also assigned to the Bronx House of Detention for Men, the Bronx Courts, and the Emergency Response Unit.
In addition to leading the union, he is a former member of the board of governors of the Pius XII Foundation.
In 2000, Mr. Seabrook was named chairman and spokesperson of the Uniformed Forces Coalition, which negotiated a new collective bargaining agreement for New York City correction officers, firefighters, police detectives, sergeants, and lieutenants, and all other uniformed city employees with the exception of police officers.
He was a member of Mayor Michael Bloomberg's transition team in 2001 and was appointed by Governor George E. Pataki that year to a three-person, bipartisan task force to reform New York State and New York City elections.
In 2002, President George W. Bush appointed Mr. Seabrook to the Presidential Commission on the United States Postal Service, which assessed ways the postal service can serve the public more effectively and efficiently.
