Pamela D. Walther is a partner in the law firm of McDermott Will & Emery LLP based in the Washington, D.C. office. She is a member of the Firm's Food and Agriculture Practice Group, where she focuses her practice in the international trade area with particular emphasis on trade relief and market access for food and agricultural products.
Representative Experience
Represents a variety of agricultural clients in the United States in various trade relief actions, including Section 301 actions such as those on canned fruit (European Economic Community) and beer (Canada)
Represents clients in World Trade Organization dispute settlement proceedings including the dispute over the European Union's import regime on bananas
Represents clients in trade relief actions, including anti-dumping investigations involving kiwifruit and cut flowers
Participates in Section 308 and Section 332 investigations relating to agricultural products
Works closely with the U.S. Trade Representative's office, the U.S. Departments of Agriculture and Commerce, U.S. embassies and others involved in the process of liberalizing access for American agricultural products to foreign markets
Works closely with foreign governments in Washington, including the Delegation to the European Community and the embassies of Canada and Mexico
Extensive experience in issues relating to U.S. customs, including tariff nomenclature issues and duty-free access under the Generalized System of Preferences
Consults clients on commercial and trade policy implications of multilateral trade negotiations, such as the Doha Round of the World Trade Organization and bilateral and regional free trade area agreements
Consults clients on bilateral issues, including the North American Free Trade Agreement
Assists clients in obtaining U.S. government export funding and assistance for agricultural products under the Market Access Program, Emerging Markets Program and GSM-102
Pam is a member of the Virginia and District of Columbia bars.
