PROFESSIONAL EXPERIENCE

Mr. Mandeville has a diversified background in civil and geotechnical engineering and serves as the Office Director for SCS' Reston, Virginia, office. Prior to joining SCS in 1987, he worked for one year with a government service contractor and five years with the Chesapeake Division of the Naval Engineering Facilities Command, in the design and management of large, complex projects for both the private sector and, state and local governments and the federal government.

Representative projects in which he has served as a project manager or engineer include the following:

Project manager for post-closure improvements to the Gude Landfill, Montgomery County, Maryland. Design efforts include design of groundwater monitoring well access roadways, repair of miscellaneous storm drainage deficiencies throughout the landfill, and stabilization of eroding/consolidating areas. Construction quality assurance services are included in the scope.

Project manager for a residue landfill in Hudson County, New Jersey. Phase 1 of the landfill encompasses a 13 acre area of the project site and includes a pile supported concrete load distribution mat; a double-synthetic/clay liner system; leachate collection, storage and treatment system; leachate detection system; and a 10,000 square foot maintenance/administration building for operation of the landfill and for maintenance of landfill vehicles.

Lead engineer for a feasibility study/preliminary design to convert a Maryland rock quarry into a sanitary landfill. The engineering portion of the study focused on the feasibility of dual operation of a sanitary landfill and quarry. The phasing plans for the 200-acre, 300-foot deep landfill/quarry operations maximized stone production as well as landfill capacity. The design included a composite liner on the bottom, low maintenance leachate collection, removal and disposal systems, and a groundwater collection and removal system that kept the water table below the quarry bottom and maintained a groundwater gradient toward the landfill. An innovative sidewall liner system was developed which featured a 3-foot thick clay liner supported by a gabion basket wall (constructed of stone produced on-site).

Designed a leachate control system for the inactive Hosier Road Landfill (a NPL site), Suffolk, Virginia, in compliance with the Virginia Department of Waste Management and the U.S. Environmental Protection Agency. Features of the leachate collection system include leachate collection sumps; corrugated plastic leachate collection piping; 60 mil high density polyethylene (HDPE) liner; and fiberglass underground storage tanks. The design also includes stabilization measures for severely eroded embankment areas of the landfill.

Slope stability assessment for Drainage Basin No. 19 at the I-95 landfill in Fairfax County, Virginia. The drainage basin is currently stabilized with gabion mattresses at a slope of 3H:1V. The mattresses have experienced slippage at the toe of the slope due to improper installation of the gabions and subsequent dredging of silt from the basin. SCS is currently reviewing embankment movement results provided by the County and will provide recommendations for stabilizing the embankment.

As the director of engineering, he is the head of the public works engineering group. This group undertakes public works projects either independently or with other firms. Representative projects include:

Project manager for a sanitary and industrial wastewater treatment system study for Babcock & Wilcox, Lynchburg, Virginia. The study focused on the current condition of each system, analyses of their operating efficiency, alternative methods for improvements, costs for identified alternatives, and overall recommendations.

Concept study and design/rehabilitation of a JP-4 fuel storage and petroleum , oil and lubricants (POL) operations facility for the West Virginia Air National Guard in Charleston, West Virginia. The project scope includes the addition of a 2,500-barrel above ground storage tank; redesign of the fuel unloading/dispensing operations; and redesign of the POL operations facility.

Project manager for the repair of the fuel dispensing system at the David Ta ylor Research Center, Bethesda, Maryland. Scope included demolition of existing dispensers, piping, high level alarms, new fiberglass reinforced plastic delivery and vent piping, new submersible pumps, new automated dispensing system, new spill containment manholes, and other related items to meet the State of Maryland underground storage tank regulations.

Project manager for the design of an Otto Fuel Bulk Loading Facility at the Naval Ordnance Station, Indian Head, Maryland, including a new 1,200 square foot storage facility with spill containment, pumps, piping, etc.

Design of a heating fuel dispensing facility for Suburban Fuels in Alexandria, Virginia. Project included two 20,000 gallon underground storage tanks and top loading rack for off-loading fuel into trucks.

Feasibility study and design of a POL facility for the Virginia Department of Transportation at the Army Corps of Engineers facility at Fort Lee, Virginia. Project includes 5 new storage tanks, fuel dispensing/receiving islands, office building, storage building, impoundment parking lot, and demolition of existing POL facility.

Implementation of a Spill Prevention Control and Countermeasure (SPCC) Plan at Naval Surface Warfare Center (NSWC), Dahlgren, Virginia. Project includes SPCC improvements at some 200 sites.

Pentagon Child Care Center Feasibility Study, Arlington, Virginia. SCS was responsible for investigation and recommendation for all utility and site work associated with the proposed Center, including sanitary sewer, potable water, storm drainage, parking, grading, etc.

Concept study and design of security enhancements at Harry Diamond Laboratory, Adelphi, Maryland. Project included a security building, parking, site utilities and fencing.

Installation of backflow prevention devices at NSWC, Dahlgren, Virginia. Project included preparation of construction contract documents for installation of double check valves, reduced pressure backflow preventors, pressure vacuum breakers, and atmospheric vacuum breakers at approximately 100 sites across the base.

Structural and hydraulic design for stream improvements and repair/rehabilitation of an existing storm water detention pond and spillway structure for Indian Run, Fairfax County, Virginia.
