Paul Christiansen has more than 27 years experience in IT, including seven years in large, complex proposal preparation and quality assurance for many federal, state and local government agencies. He can perform a full range of proposal activities, including specialized areas such as IT service, SLA development/definition and complex project risk assessment and mitigation planning.
Prior to joining Suss Consulting, Mr. Christiansen spent seven years in the IBM Global Services Public Sector. Beginning in the state and local government arena, he provided proposal support and guidance for over 150 proposals and projects over four years, tasks including proposal management and coordination, technical writing, terms and conditions definition, SLA definition, work breakdown structure definition, project planning and risk assessment/mitigation planning. He also developed and deployed across the organization an independent Quality Assurance (QA) process for proposals and projects. Major bids included proposals for Michigan, Washington, California, Nevada, New Mexico, North Carolina.
He then became the QA lead for the IBM Global Services Federal group, managing Quality Assurance teams responsible for a portfolio of 1000+ annual proposals and 150 active contracts from small to $1B+ in value and low to extreme complexity. During his tenure, he successfully deployed the IBM Global Services QA process to the Federal group. Concurrently he was personally involved in both small and large/complex SI/outsourcing proposal development that included bids for Commerce, Treasury, IRS, FAA, US Navy, Transportation, EPA, INS, NSA, Department of State, DoD, the Executive Branch and international proposals to the British PO/BA. Additional areas of responsibility included proposal management and coordination, technical writing editing, terms and conditions review and definition, SLA definition, work breakdown structure creation, project planning and risk assessment/mitigation planning.
