Current responsibility
Penny is a benefits consultant and manager of the Health and Welfare Outsourcing practice with the Seattle office of Milliman. She joined the firm in 1999.
Experience
Penny brings to clients more than 20 years of benefits administration and outsourcing experience, which includes:
Health and welfare outsourcing services in the telephone/web enrollment systems for annual and ongoing enrollment. The electronic services simplify the enrollment process and improve employee satisfaction with their benefits.
Health and welfare administration to develop and implement programs for in-house COBRA, HIPAA, and FSA administration; plus in-house defined contribution (DC) and defined benefit (DB) processing for distributions, qualified domestic relations orders (QDROs), hardship withdrawals, and loans.
Contract administrator for self-insured plans for both public and private sector employer groups. She also has experience implementing and servicing plans as an account executive for Blue Cross of Washington and Alaska (Premera Health Plans).
