Phil is a senior consultant and head of the multiemployer plan consulting practice in the San Francisco office of Milliman. He supervises and coordinates all of the operational activities of the multiemployer practice. He joined the firm in 1999, after nine years with Sedgwick Noble Lowndes.
Experience
Phil has more than 25 years of experience in the benefits field. He specializes in providing consulting services to multiemployer retirement and health and welfare clients, including the budgeting and cost projection process, managed care, and negotiation of provider contract rates and contract provisions.
Phil has served as senior vice president at an investment management firm. Prior to that, he was senior vice president for a national consulting and actuarial firm, responsible for managing its San Francisco office and providing consulting services to multiemployer clients.
