Philip is a principal and senior consultant in the economics consulting practice of Milliman. He joined Milliman's New York office in 1989.
Experience
Prior to joining Milliman, Philip was an assistant vice president in the economics research department of the National Council on Compensation Insurance. He has worked extensively in the application of economic and financial models to property and casualty insurance issues.
Philip provides consulting services to several organizations developing managed care products for workers' compensation. Philip manages a project for the Workers' Compensation Research Institute that produced a database with detailed claim level and medical information for 4.5 million workers' compensation claims. Philip also has developed and reviewed the pricing plans for several workers' compensation managed care programs. He has completed feasibility studies for workers' compensation managed care organizations, labor market analyses, and pro forma financial analyses. Philip has developed business plans for managed care programs and designed alternative provider reimbursement programs.
Philip has completed projects for the Florida Department of Insurance and New Hampshire Department of Labor concerning the cost savings attributable to workers' compensation managed care pilot programs. He is a senior researcher for an evaluation of a demonstration project under the Robert Wood Johnson Foundation's Worker's Compensation Health Initiative. Philip has conducted extensive research on issues that have important public policy consequences for the property/casualty insurance industry.
