Ms. Kimmel is a principal in the firm. She specializes in counseling and representing electric generation and transmission cooperatives, distribution cooperatives, and municipal power systems in transactional matters and before the Federal Energy Regulatory Commission (FERC), state public utility commissions, and federal appellate courts. Ms. Kimmel has also prepared comments in FERC rulemakings.Prior to joining the firm in February 2001, Ms. Kimmel served as Assistant People's Counsel for the District of Columbia, where she represented D.C. gas, electric, and telecommunications ratepayers before the D.C. Public Service Commission. Ms. Kimmel was an attorney for the National Consumer Law Center before joining the Office of People's Counsel in 1997.Ms. Kimmel currently serves as the Vice Chair of the Energy Bar Association's Electric Utility Regulation Committee.Ms. Kimmel resides in Washington, D.C. |
