Ray Owen
Vice President, Strategic Planning and Business Development
Ray L. Owen is vice president of strategic planning and business development at General Dynamics Advanced Information Systems. In this role, he is responsible for strategic planning, business development, international business, marketing and public relations, and customer and corporate relations. Prior to his current position, Owen was vice president and general manager for the Intelligence and Exploitation Systems strategic business unit. This unit developed end-to-end system solutions meeting the warfighter and intelligence requirements of the U.S. Department of Defense, the U.S. Intelligence Community, and their international mission partners. Earlier Owen was vice president for the unit's Exploitation Systems line of business, where he was responsible for advanced requirements, system development, and operational support. The line of business provided sophisticated network and signal processing, information operations and information assurance sensors, and mission integration. An employee of General Dynamics since 1987, Owen's responsibilities have included the development of signals intelligence and electronic warfare systems for ground-based, airborne, and spaceborne applications. He has provided program and technical management for command, control, communications and computing intelligence, surveillance and reconnaissance (C4ISR) exploitation development, battle management system development, and operational intelligence support programs. Prior to joining General Dynamics, Owen worked at Smiths Industries, where he participated in the development of one of the first space-qualified Global Positioning System receivers, and managed tactical aircraft avionics research and development programs. He has been recognized as a General Electric Foundation Fellow for his research in computer speech recognition. Owen holds a master's degree in electrical engineering from Rensselaer Polytechnic Institute and a bachelor's degree in electrical engineering from Michigan State University.
