Rebecca Joyner works with local government officials seeking financing through the capital markets, serving as bond counsel and underwriter's counsel. In addition, she serves as counsel to governmental clients on ad valorem tax issues, working on both transactional and litigation-related matters.
Ms. Joyner has extensive experience in municipal bond financings after six years as state lead for local credits with Moody's Investors Service. In this role, she analyzed bond offerings issued by cities, counties, school districts and special districts located in North Carolina, South Carolina, Virginia, Georgia, Florida and several states in the southwestern United States.
